Essential qualifications
- As on the Tenth of July, 2019, a candidate must be a holder of a degree in Law as recognized by the Bar Council of India.
- A candidate must be a citizen of India.
Desirable qualifications
The knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the State of Himachal Pradesh.
Age limit
A candidate must have attained the age of 22 years but must not be more than 35 years of age as on the last date prescribed for receipt of applications in the Commission’s Office i.e. 10th July 2019.

Preliminary (Objective) Exam Syllabus
The preliminary examination shall be an objective type examination consisting of the following three papers of 100 Marks each:-
1. Civil Law-I
2. Civil Law-II
3. Criminal Law
Each paper shall be of one-hour duration and the examination in all the three papers shall be held on the same day. The syllabus for the preliminary examination shall be the same as provided for Papers I to III for the Main examination.
Main (Narrative) Exam Syllabus
Each paper will last for three hours. The subject and syllabus for main (narrative) examination and marks for each paper shall be as follows:

- One essay, from among a Choice from three Essays on General Subjects. – 100 marks
- Translation of Hindi Passage into English: 50 Marks
(The standard for the English paper shall be that of graduation examination of Himachal Pradesh University.)
PAPER-V Language (Hindi) : Hindi (in Devanagri Script) No books prescribed. 100 marks
- Translation of English passage into Hindi.- 30 Marks
- Essay in Hindi on any topic out of three. – 50 Marks
- Composition (Idioms and Corrections etc.).- 20 Marks
(The standard for the language paper shall be that of Matriculation examination of Himachal Pradesh University.)
Viva-Voce (Interview)
(i) Candidates, who qualify the Himachal Pradesh Judicial Service Main written examination, will be required to appear at such place, as may be fixed by the Commission, for a viva-voce test. The maximum marks for the viva voce shall be 150. The marks obtained in the viva-voce will be added to the marks obtained in the Main written examination for purpose of selection of the candidates.
(ii) The summoning of the candidates for viva-voce test conveys no assurance whatsoever that they will be selected or recommended. Appointment orders to the selected candidates will be issued by the Government.
(iii) A candidate shall also be required to obtain at least 45% of the marks allocated for the interview, failing which he will be deemed to have not qualified the competitive examination.
Minimum Qualifying Marks:
(i) No candidate shall be credited with any marks in any paper unless he obtains at least 40 percent marks in that paper, except Hindi language paper (paper-V) in which candidate should obtain at least 33 percent marks.
(ii) No candidate shall be considered to have qualified the written test unless he obtains 45 percent marks in aggregate in all papers and at least 33 percent marks in language paper i.e. Hindi in Devanagri script.
Examination fee
The detail of fee for respective categories is as under:
General Category: Rs. 400/-
SC and other prescribed reserved category of HP: Rs. 100/-
The Candidates applying for the examination should ensure that they fulfil all eligibility conditions for admission to the examination. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions.
Mere issue of admit card to the candidate will not imply that his/her candidature has been finally cleared by the Commission.

The Present Day
This paper is designed to test the candidate’s knowledge of the reactions to what is happening in India and the world generally at the present day, particularly in the legal sphere and also his power of expression in English. Questions, the answers to which should be in essay form will relate mainly to jurisprudence, international law, neutrality, recent legislation, particularly- Indian constitutional law and developments, especially on their legal aspect and so on but will not be confined to them. Credit will be given both for substance and expression; conversely deduction will be made for bad expression, including faults of grammar, misuse of words etc.
Language
A passage in English will be set and the candidate will be required to translate it into the ordinary language spoken in the courts, using the Devnagri Script (30 marks). Likewise a passage of Hindi will be required to be translated in ordinary English language (30 marks). There will be English Precis writing also (40 marks).

Interview / Viva-voce Details
- After the marks obtained by the candidate in written test have been received the Recruiting Authority shall call for interview such of them as have obtained a minimum of 35% marks in each of the law papers and 40% marks in the aggregate.
- Provided that a candidate belonging to Scheduled Caste or Scheduled Tribe category shall be deemed to be eligible for interview if he has obtained a minimum of 30% marks in each of the Law papers and 35% marks in the aggregate:
- Provided further that no candidate shall be recommended who fails to obtained minimum 25% marks in the interview.
- In interviewing a candidate, the suitability for employment to the service shall be tested with reference to his record at the School, College and University and his character, personality, address and physique. The questions, which may be put to him, may be of a general nature and will not necessarily be academic or legal. The candidate will also be put questions to test his general knowledge including knowledge of current affairs and present day problems. Marks shall also be awarded for the candidate’s proficiency in the Rajasthani dialects and his knowledge of social customs of Rajasthan. The marks so awarded shall be added to the marks obtained in the written test by each candidate.

The question set will be restricted to the field covered by:- The law of contracts, the law of Partnership, the law concerning easements and torts, the Law relating to transfer of property including the principles of equity, specifically applicable thereto, the principal of Equity with special reference to the Law of trust and specific relief, Hindu Law and Mohammedan Law, and Constitutional Law. There shall be questions of 50 marks in relation to Constitutional Law alone.
Paper No.4 Law-II (Procedure and Evidence) :-
This paper will be of 200 marks.
Questions set will be restricted to the field covered by-the law of evidence, the Criminal Procedure Code and Code of Civil Procedure, including the principles of pleading. The question set will relate mainly to practical matters such as the framing of charges and issues the methods of dealing with the evidence of witnesses the writing of judgment and the conduct of cases generally but will not be restricted to them.
Paper No.5 Law-III (Penal, Revenue and Local Laws) :-
This paper will be of 200 marks.
Questions set will be restricted to the field covered by-Indian Penal Code, the Uttar Pradesh Zamindari Abolition and Land reforms Act 1951, Uttar Pradesh, Urban Buildings (Regulation of Letting, Rent and Eviction) Act, 1972, Uttar Pradesh Municipalities Act, U.P. Panchayat Raj Act, U.P. Consolidation of Holding Act, 1953, Uttar Pradesh Urban (Planning and Development) Act 1973, together with rules framed under the aforesaid Acts.
Answer to the questions of Local Laws will be compulsory. Questions pertaining to Penal Law will be of 50 marks, whereas, that of Revenue and Local Laws will be of 150 marks.
Interview:
The interview will be of 100 marks. The suitability of candidates for employment in the Uttar Pradesh Judicial Service will be tested with reference to his merit giving due regard to his ability character, personality and physique.

The examination will be held in three stages:

Preliminary Examination
The preliminary written entrance examination paper will be divided into two parts. Part-I will contain 50 marks and Part-II will contain 150 marks. There will be objective type test on the following subjects:-

This paper is designed to test the candidate’s knowledge of the reactions to what is happening in India and the world generally at the present day, particularly in the legal sphere and also his power of expression in English. Questions, the answers to which should be in essay form will relate mainly to jurisprudence, international law, neutrality, recent legislation, particularly- Indian constitutional law and developments, especially on their legal aspect and so on but will not be confined to them. Language
A passage in English will be set and the candidate will be required to translate it into the ordinary language spoken in the courts, using the Devnagri Script (30 marks). - After the marks obtained by the candidate in written test have been received the Recruiting Authority shall call for interview such of them as have obtained a minimum of 35% marks in each of the law papers and 40% marks in the aggregate.
- Provided that a candidate belonging to Scheduled Caste or Scheduled Tribe category shall be deemed to be eligible for interview if he has obtained a minimum of 30% marks in each of the Law papers and 35% marks in the aggregate:
- Provided further that no candidate shall be recommended who fails to obtained minimum 25% marks in the interview.
- In interviewing a candidate, the suitability for employment to the service shall be tested with reference to his record at the School, College and Univeristy and his character, personality, address and physique. The questions, which may be put to him, may be of a general nature and will not necessarily be academic or legal. The candidate will also be put questions to test his general knowledge including knowledge of current affairs and present day problems. Marks shall also be awarded for the candidate’s proficiency in the Rajasthani dialects and his knowledge of social customs of Rajasthan. The marks so awarded shall be added to the marks obtained in the written test by each candidate.

The number of candidate to be admitted to the main examination will be fifteen times the total number of vacancies (category wise) to be filled in the year but in the said range all those candidates who secure the same percentage of marks as may be fixed by the Recruiting Authority for any Lower range will be admitted to the main Examination.

Main Examination (Written) ( Marks 100)
For main Examination, the relatively more meritorious candidates from among those who appeared in the preliminary examination in the ratio of 1:10 have regard to the number of vacancies, shall be called for final examination to be conducted which shall consist of :- Framing of Issues and writing of Judgment in Civil Cases. (Max. Marks 40)
- Framing of Charges and writing of Judgment in Criminal Cases. (Max. Marks 40)
- Translation :
- English to Hindi – Maximum 10 marks.
- Hindi to English – Maximum 10 marks.
Viva-voce (Interview) 15 Marks
Relatively more meritorious candidates from among those who appeared in the Main Examination in the ratio of [1:10] having regard to the number of vacancies, shall be called for final examination to be conducted.
Pay Scale of Haryana Judicial Service Grade – III
Rs. 27,700 – 44,770/-, with usual dearness allowance and other allowances as sanctioned by the government of Haryana.The examination shall be conducted in three stages namely:-
- Preliminary Examination,
- Main Examination,
- Viva-Voce.
Eligibility
No person shall be eligible to be appointed a Civil Judge (Junior Division) unless he holds a degree of Bachelor of Laws from a University established by the law and approved/recognised by the Bar Council of India.
The expression “Degree of Bachelor of Laws” means a degree entitling a candidate to be enrolled as an Advocate under the Advocate Act, 1961, and the rules made there under.Age: Candidate should not be less than 21 years and not more than 42 years.
Upper age limit is relaxable upto 5 years for the Candidates belonging to following categories:-- Scheduled Castes and Backward Classes of Haryana only (Wherever posts are reserved for them).
- Un-married women of Haryana State only.
- Women of Haryana State whose husbands have been ordered by civil/criminal courts to pay maintenance to them; women whose husbands have remarried; widows; women who are legally separated from their husbands or have been divorced; women living separately from their husbands for more than two years because of desertion; wives of serving disabled military personnel and widows of those who were killed in action.
The eligibility of candidates with regards to age and educational qualifications will be determined as on closing date.
Pattern of Haryana Judicial Services Question Paper
The examination shall be conducted in three stages namely:-- Preliminary Examination,
- Main Examination,
- Viva-Voce.
Syllabus of Haryana Judicial Services Preliminary Examination
The Preliminary Examination shall be of objective type with multiple-choice (which can be scrutinised by Computer) as distinguished from the written examination which shall be of subjective/narrative type.
The question paper for Preliminary Examination shall be of two hours duration. It shall consist of 125 questions and each question shall carry 04 marks and for every wrong answer 0.20% i.e. 1/5th mark shall be deducted. The objective type multiple-choice question for the Preliminary Examination shall be from the syllabus for the Main Examination. The candidate shall be expected to have a general and basic over view of the main subjects and also the ability to answer questions on current events of national and international importance, Indian legal and constitutional history and governance. The candidate shall also be tested for his analytical skills and aptitude. The standard of the question paper shall be of Law graduate level. The object of the Preliminary Examination is to short list the candidates for the Main Examination. No candidate shall be allowed to appear in the Main Examination unless he / she secured minimum 150 marks (read 100 marks for all reserved category candidates) in the Preliminary Examination. The marks obtained in the Preliminary Examination shall not be counted towards final result.Candidates equal to 10 times the number of vacancies advertised, selected in order of their merit in the respective categories shall become eligible to sit in the Main Examination.
Candidates thrice the number of advertised posts including bracketed candidates, if any, in order of merit of Main Examination will be called for viva-voce.
Syllabus of Haryana Judicial Services Main (Written) Examination
The Main Examination shall consist of six papers five written and a viva voce. The description of papers and the syllabus shall be as under:-Paper-1- Civil Law-1

Note:-
- Main Examination will be subjective/narrative type. Main Examination will be conducted in English Medium except for language paper.
- Bare copies of legislative enactments only shall be supplied.
- Each written paper shall be of three hours duration.
- The standard of the language paper shall be that of Matriculation Examination of the Board of School Education, Haryana.
- Language paper shall comprise the following:-
- Translation of an English passage into Hindi : 20
- Explanation of Hindi passage in prose and poetry in the same

Candidates thrice the number of advertised posts in order of merit of Main
Examination will be called for viva-voce.
Candidate who qualifies for the Main Examination will have to apply again on separate application form for the Main Examination. The qualified candidates will have to obtain Application Form for the Main Examination from the Commission’s office.
No. candidate shall be credited with any marks in any paper unless he obtains at least thirty three percent marks in it.
No candidate shall be called for the viva- voce unless he obtains at least fifty percent qualifying marks in the aggregate of all the written papers. However, for the candidate belonging to the scheduled Caste and Backward Classes the qualifying marks for this purpose shall be 45%.
Eligibility of Uttarakhand Judicial Service Civil Judge Exam
- Applicant must be a citizen of India.
- Candidate must have acquired a bachelor degree in law from a recognized institute or university.
- The age of the candidates must be less than or equal to 35 years.

The Present Day
This paper is designed to test the candidate’s knowledge of the reactions to what is happening in India and the world generally at the present day, particularly in the legal sphere and also his power of expression in English. Questions, the answers to which should be in essay form will relate mainly to jurisprudence, international law, neutrality, recent legislation, particularly- Indian constitutional law and developments, especially on their legal aspect and so on but will not be confined to them. Credit will be given both for substance and expression; conversely deduction will be made for bad expression, including faults of grammar, misuse of words etc.
Language
A passage in English will be set and the candidate will be required to translate it into the ordinary
language spoken in the courts, using the Devnagri Script (30 marks). Likewise a passage of Hindi will be required
to be translated in ordinary English language (30 marks) . There will be English Précis writing also (40
marks).

Interview / Viva-voce Details
- After the marks obtained by the candidate in written test have been received the Recruiting Authority shall call for interview such of them as have obtained a minimum of 35% marks in each of the law papers and 40% marks in the aggregate.
- Provided that a candidate belonging to Scheduled Caste or Scheduled Tribe category shall be deemed to be eligible for interview if he has obtained a minimum of 30% marks in each of the Law papers and 35% marks in the aggregate:
- Provided further that no candidate shall be recommended who fails to obtained minimum 25% marks in the interview.
- In interviewing a candidate, the suitability for employment to the service shall be tested with reference to his record at the School, College and Univeristy and his character, personality, address and physique. The questions, which may be put to him, may be of a general nature and will not necessarily be academic or legal. The candidate will also be put questions to test his general knowledge including knowledge of current affairs and present day problems. Marks shall also be awarded for the candidate’s proficiency in the Rajasthani dialects and his knowledge of social customs of Rajasthan. The marks so awarded shall be added to the marks obtained in the written test by each candidate.

Eligibility of Punjab Judicial Service Civil Judge Exam
- Applicant must be a citizen of India.
- Candidate must have acquired a bachelor degree in law from a recognized institute or university.
- The age of the candidates must be less than or equal to 37 years.
- The candidates of the SC and ST category will get 5 years relaxation in their upper age.
- Punjabi up to Matric or its equivalent Standard.
- Ex-serviceman Domicile in Punjab shall be allowed to deduct the period of their service in the Armed Forces of the Union from their actual age and if the resultant age does not exceed the maximum age limit prescribed for direct appointment to such a vacancy in the Service Rules concerned by more than three year, they shall be deemed to satisfy the condition regarding age limit.

The interview will be of 100 marks. The suitability of candidates for employment in the Uttar Pradesh Judicial Service will be tested with reference to his merit giving due regard to his ability, character, personality and physique.
The marks obtained in the interview will be added to the Marks obtained in the written papers and the candidates place will depend on the aggregate of both.
